Available for download below are the results of dozens of requests by CEDAR investigators for information from the federal government – Access to Information (ATI) requests – and the Government of New Brunswick – Requests for Information (RTI). To date, these records total more than 5,000 pages of information: emails, reports, slide decks, articles, briefing notes and more.
Our requests for behind-the-scenes government information began in 2022. We requested communications related to reprocessing (extracting plutonium from used nuclear fuel). A private company is planning to build a reprocessing plant at the Point Lepreau nuclear site in New Brunswick on the Bay of Fundy.
The reprocessing project is funded by both the federal and provincial governments and supported by the provincial public utility NB Power. There is almost no information about the project available on the websites of any of these institutions.
What came back from our initial requests for information was so interesting – about plans for not only reprocessing but also developing more nuclear energy in Canada as a climate action strategy – that CEDAR submitted further requests on the same topic.
The industry is making baseless claims that reprocessing used nuclear fuel will contribute to climate action. They make these claims to secure public funds that have been allocated for technologies to address the climate crisis. In fact, in a release package from Finance Canada from one of our ATI requests, a 2020 slide deck from the industry proponent of reprocessing states: “This technology can single-handedly solve climate change.”
Many of the ATI and RTI responses are heavily redacted and thousands more pages were not released.
We hope these files will be useful to researchers and others working on the politics of the energy transition and particularly the politics of funding nuclear power in Canada. We’re working on academic articles with these records and so far they have also contributed to articles in The Globe and Mail and The Bulletin of the Atomic Scientists. We have also written many articles about the reprocessing project that are listed on our publications page.
We plan to catalogue all the responses below to make the items within each response package easier to find. We made all the documents searchable and reduced the file size as much as possible to make download easier.
Anyone interested in behind-the-scenes info should also check out the site developed by the Globe and Mail, Secret Canada. This database of government information requests contains records of thousands of requests made to federal and provincial governments as well as public agencies across Canada.
